Changes to the Chain of Responsibility (CoR) laws were introduced on 1 October 2018.
The CMPA has reviewed the “On Road Truck Pickup & Delivery Checklist” (CMPA form 1337) to ensure that it is compliant with CoR guidelines. The checklist has been reviewed by CMPA Members, NHVR and VicRoads.
The purpose of the On Road Truck Pick Up and Delivery Checklist is to ensure drivers are compliant with CoR and to provide the drivers with information of controls and the issue resolution process in the event of concerns being raised.
Included in this current issue review is a section on basic fatigue management. This format is not to replace the National Truck Drivers Work Diary required by NHVL. It is to provide management information in a single format even where drivers are working within 100km radius of the home base. Should the driver carry out work above 100km the National Truck Drivers Work Diary will still be required to be completed.

The checklists are available now to purchase from the CMPA in a A4 size, bound, hole punched with 50 duplicated sheets and 10 duplicated Issue Resolution sheets in the back of the book.

The Helping Victoria Grow: Extractive Resources Strategy recognises the role that planning and investing in innovative end uses for quarries can play in improving social, environmental and economic outcomes for communities and the extractives sector.
Improving the beneficial end use options of quarry sites is becoming even more important as competition for land and the demand for extractive resources is growing each year, requiring new quarries to be established and exhausted quarries to be re-purposed.
What Next?
As an early activity, the Department is working with the Extractive Industry Taskforce to showcase diverse examples of innovation in post quarry end land uses from Victoria. We will use these case studies to help investigate the feasibility of different end use opportunities for quarries, including defining a potential role for government and others to play.

The CMPA welcomes the State Government’s 2019/20 Budget commitment to the extractive industries sector supplying the construction materials necessary for Victoria’s record infrastructure investment program.
Treasurer Tim Pallas allocated $13.2 million over 4 years for further work aimed at securing strategic extractive resources through improved land use planning, exploring alternative modes of transport and the upgrading of critical road networks; this funding initiative is applauded by the CMPA.
We look forward to working with the State Government to achieve its transport and enhanced community infrastructure goals and trust that these objectives can be achieved Statewide.
Premier Daniel Andrews announced that the North East Link is fully funded and $6.6 billion earmarked for the next 25 Level Crossing removals.
$815 million has been allocated to the State’s road network. Unfortunately the rural and regional component of this figure for repairing and maintaining roads has marginally decreased from $433m to $425m.
The CMPA recommends that priority consideration be given for increased allocations to rural and regional roads in future budgets, if the State Government’s aims of:
Dr Elizabeth Gibson, General Manager CMPA, participated in the State budget “lock up” on Monday 27 May 2019.
Under an “unprecedented” silica-dust intervention strategy unveiled in Victoria, WorkSafe are planning to target more than 300 high-risk workplaces, and intend to take a variety of enforcement actions including “banning work processes and changing workers’ compensation laws”.
